Workshop owners, diesel technicians, and fleet mechanics need this manual when a CAT C15 engine stays at low idle, Cat ET displays “DIAG” next to Throttle Position, or codes 41-03, 41-04, 91-08, or 91-13 are being diagnosed. It is useful for checking PWM duty cycle, 8 VDC supply voltage, connector condition, ECM inputs, and whether PTO mode or unprogrammed parameters are affecting throttle response.

The procedure states that the ECM sets Throttle Position to 0% when the accelerator pedal position sensor signal frequency is below 150 Hz or above 1050 Hz for more than two seconds after ECM power-up. It gives expected duty cycle ranges of 10 to 22 percent at released pedal position and 75 to 90 percent at fully depressed position, plus repair direction for sensor faults, pedal assembly issues, signal wire faults, supply wire faults, and possible ECM replacement using a test ECM.
