This is a regulatory mandated code indicating an emissions fault has been active beyond a government-specified interval with no corrective action – the “final action pending” stage warns that a stronger inducement is imminent. The code clears only when the underlying fault is repaired.
On EPA10 engines, if SPN 5246/FMI 0, 15 or 16 are the only faults present, follow the SPN 3361/FMI 7 procedure (DEF unit unable to clear restriction).
