Step 1 checks whether SPN 1761/3 and 3031/3 are both present; if so you disconnect the sender, inspect the connector for bent, spread or corroded pins, then turn the ignition on and read the voltage on pin 2 versus ground. Voltage present points to a short to power up to ACM pin 102, while a resistance over 5 ohms to that pin is a wire fault. If only 1761/3 is present, the second branch measures pin 1 against ground: above 3.00 volts is a short to power at ACM pin 109, a reading of 2.0-2.95 volts sends you to OEM literature for replacement, and below 2.5 volts is an open wire to pin 109.
